If the link opens in a new tab you wouldn’t be able to.
Sometimes links redirect and open a new tab while the original loads something it shouldn’t. With an extension like ublock it will sometimes automatically prevent the unwanted page from loading and close it quickly leaving you with the new tab but no history.
It could also be a no history/private tab setting.
I use old android phones for WiFi on some of my desktops.
Shizuku to be able to do privileged, shell, and hidden api stuff.
Termux to set up an sshd proxy/server to be able to access the machines.

Couldn’t you just use termux or similar to run a tunnel using SSH to the interface?
Or simply set up a socks listener and forward that IP:port to the IP of the WG interface?

Is your android being used as the modem/tether for device A? (If so adding route 192.168.38.0/24 via _gateway and _gateway dev x0 proto static scope link should allow it to reach C) If using network manager just use the GUI to add the one line in routes. 192.168.38.0 24 yourgateway - it will do the metric on its own.
What are the gateway addresses?
You’d need to add a route from c to a as well, I believe, but I haven’t used windows in forever.
(The above is what I’ve had to do to get a machine behind an android to ping my other devices.)

I use it mainly for DNS and blocking ip’s, ipv6, and hosts. Only a few apps are routed through tor.
I used fdroid for the longest time.
Then I found the neo store.
It recognises the apps installed, from whatever repo you use. Shows recommended update based on that. So many options. Comes with dozens of repos ready to go and incredibly simple to enable/disable.
