Start with Linux Mint. If you decide later on that you want to delve deeper, check out distrowatch for a good list of distros with descriptions.
I would have to say that it is not getting worse, its just never been very good.
I’m interested in new distributions, but it really needs to do something new. Different default packages with a handful of custom things on top of an existing distro just doesn’t cut it. Give me a NixOS, Puppy Linux, ReactOS(I know it’s not a distro) or something else unique. I’m tired of Debian/Ubuntu based distros, if I wanted Debian or Ubuntu, I would use them.

Look up 4k77 if you haven’t already. Team negative1 has been transferring and restoring copies of the original reels. The are also working on 4k80 and 4k83. I believe that 4k77 and 4k83 are completed and there are rough copies of 4k80.
I suggest anyone considering LXD also give nspawn a look. May or may not suit your needs better.
I don’t. I would imagine ones that aren’t indexed, probably aren’t because they are private, but that’s a guess.

Little bit of both. Usually I start with sunxdcc and xdcc.eu, but if I can’t find it, I search in the chats. Sometimes not all packs are listed and the search engines.
Not joking. There are sites like sunxdcc for searching from the web, and otherwise, !s in chats to search. Works great, honestly.
I use it, but due to it being more cumbersome, I go to IRC first. If I can’t find it on IRC, I can usually get it from DC++.
I have to agree. I love the idea of Matrix, but as someone who pushed his family to use it for the last two years, it is not reliable. Messages not going through, or going through but delayed, or having decryption errors. We moved away from it about two weeks ago due to important messages not making it through on many occasions and the confusion and frustration it’s caused.

I use system packages for everything unless I need a newer version of a specific package for some reason.
